Good throttle switch did the trick. Kirk had one, so it was a quick fix once I did the electrical check of the switch which was closed at all times instead of at idle and full throttle. Thanks group.

Under load the ECU responds to a closed throttle switch as being at full throttle so instead of over running cut out you get full throttle enrichment.

Doesn't this sound like it thinks the pedal is out and its trying to engine brake when the rpms get high?

Is a clickly idle switch conclusive? Maybe double check continuity of the switch at idle?

Granted, I don't understand why it would get better under load...
