I've never seen that piece rust out, nor have I ever seen that piece available as a replacement panel. My suggestion would be to remove the carpet, carpet backing, and whatever is important behind that point.... cut it out, and fit in some new sheet metal. Weldable steel sheets are available in a variety of sizes and shapes for pretty cheap. It may lack the subtle ridges of the factory original though. If you insist upon those ridges, cut a piece bigger than you need from a donor van. With appropriate piece in hand, Either keep it larger than the hole you cut and glue it down with high tech body glue and some sheet metal screws/rivets.... or weld it in. If you plan to keep this van for a while, weld it in.

I just had to replace a huge portion of the front steps on either side of my "new bus" in this fashion, by huge I mean up to the carpets and infront of/behind the door posts. Hard work makes it worth it and can leave something of pride. In my case, it's a 3-4 year bus.... so i just did a rough job welding them in, but i'm confident in their strength and they'll outlast the vehicle.
