I would say there are two cases when you are turning in the screw
against resistance in the lifter..
if it's soft ...it's just the spring in the lifter, and the lifter is
not pumped up.


if it's pretty firm ....then it is pumped up.
In any case ..you do not want to turn in too far ..
'less in' is safer in terms of being sure the valves seat and seal well.
