There is a different power fuse for E flashers than for turn signals.

It confuses people but the cluster indicator led works out of phase with the outside blinking lights. It only needs a ground from the switch for it to light up on the cluster. The outside lights need power from the switch to do so.

The fuse # depends on the year.
