Which of the four holes that appear in the photograph are you talking about?  Three appear to be machine made and I would guess that they belong there.  The fourth, in the upper right corner of the regulator as one looks at it, appears to be a crack and I  would think it was damage, perhaps from something striking the regulator.  mcneely
