There are lots of different versions of the foil assemblies. At least 4 just for tach equipped clusters in US models. The typical 85 foil has the resistor and also has the foil portion sticking over for a dynamic pressure circuit but without the black connector part attached to end of it. VW wanted to reduce costs by letting the same base part be used in multiple applications.
