Fastenal has the item with a built in flat washer in an excellent quality grade. I took one of mine down as an example and left with a set of six yesterday.

I make a habit of replacing all my allen-socket bolts as soon as they show the least bit of wear. It's one thing to deal with them in the driveway, another to deal with them on the side of the road.
