I went down and looked at this again this morning and found that right above the plug for the dynamic oil pressure circuit (behind the speedometer) there is a crease in the foil where two wire lines broke (one includes the ground for the clock.)

I found an old post of Ken Wilford's suggesting Window Defogger repair kits as a way of repairing the foil (one of these: http://www.amazon.com/Permatex-15067-Window-Defogger-Repair/dp/B000HBI9YQ/ref=sr_1_1?s=automotive&ie=UTF8&qid=1338899609&sr=1-1 )

So I'm going to give that a try. I plan to sand off the thin side (the side that rests against the cluster) paint over the broken parts, and then---that's it, right? I think can probably not worry about having those connections exposed there in a very small area.
