Your fuel pump may have a filter mesh at the inlet. I have seen this on two different pumps.

@ all. Can this filter be backflushed with gas to clear it?

Jeff. Any chance debris from old tank clogged the fuel pump filter or recently replaced fuel filter?

Also, as an aside, where was the water getting in? Did water get in if van parked on level ground or grade, or did this make a difference?

If expansion tank nipple is broken, threading a brake bleeder valve into the hole might suffice. Seal it with whatever is appropriate. On my air cooled Westy, found that this had been done, but w/o any sealant and it was clogged:

Back then, thought it was a hack fix. Maybe not. While cleaning up basement, found the tank with broken nipple. Cut off end of a brake bleeder screw (bigger hole), cleaned parts, threaded in screw, sealed with Goop. An experiment. In a rollover situation, I don't know if:

a. fuel would seep out between bleeder screw threads and plastic b. if fuel would adversely affect the Goop
