Those are called Spring Hose Clamp Pliers.. get them at your FLAPS. Napa Auto parts carries them. the come straight, or angled, and a version with a long cable so you can undo one of those beyond reach somewhere.

but why use those dangerous things over ? Their only real purpose is faster and cheaper vehicle assembly at the factory . If there's an aluminum nipple under the hose, ..often that aluminum surface corrodes and the spring clamp doesn't squeeze well enough to seal well. A good german screw hose clamp with curled up edges is perfect. And re-useable nearly forever. The typical wide sharp-edged amercian screw hose clamp is bogus too.
