When I'm having a VW electrical problem my default is to 'add another ground'. This has worked well since the early 70s on my VWs. Didn't always fix it but I don't recall it hurting anything and adding another ground doesn't take too much time. The added ground for my headlights is right behind the bulb plug-in to a screw I put in the body just for this.
