It may well be.

I had that part out on the bench, cleaned it up, (it was rusty) re-installed, adjusted many times. I've tried setting it close uber close to throttle stop ( 0.05 mm) and slightly further (currently 0.02 mm IIRC) than max of 0.01 mm. Same symptoms. Sometimes it's ok though.

After I check and adjust the idle and timing again, I'll look into a fuel pressure test. The idle stabilization seems to work but will double check that after. PO had left the PS sensor dis connected. But that part in idle stabilization circuit shouldn't cause surging when traveling in a straight line..... I think.
