Well, my sender jumps around from 35.5 to 90 at full when I wiggle the arm, and reads infinity at empty. I'm getting a new sender.

37.5 Ohms full, 290 Ohms empty.

For checking the fuel gauge, Bentley says set the special VW1301 tool to 55 for full, 560 for empty.

The VW1301 tester is a 10 ohm resistor, in line with a 500 ohm rheostat, graduated 0-1000. So, ohms = 10 + 1/2 the setting. 55 -> 10 + (55/2)= 37.5, 560 -> 10 + (560/2) = 290.
