I doubt that EPA will spend much time on old cars, but there is a grass roots "old car hobby" lobby all be it a bit disorganized just in case. EPA wants to end coal burning in power plants and industries and set ever tougher CAFE and emission standards for new cars and trucks. It's really an issue of diminishing returns going after old cars. Well maintained cars aren't much of a problem in the grand scheme of things, and poorly maintained ones will hit the boneyard eventually. But who knows.
