Neil If the ThrottlePlateShaft hole is worn & enlarged you can get an air leak there. Back in the '60s while in the USAF I was finishing an engine rebuild at the AutoShop & it was a Sat afternoon so they were going to be closed for the next 2 days & I was anxious to have my wheels back under me so I got in a hurry ~ picked up the Carb' & without looking at the bottom I dropped it into place & bolted it down, connected the hoses & linkage & right @ closing time I fired it up & dang near blew everybodies eardrums ~ an old piece of gasket material had gotten stuck to the mating surface on the bottom of the Carb & produced an air leak ~ it actually sounded kind of cool ~ sort of resembled a T38 or F5 spooling up but I fixed it just the same.
