People who oppose emissions controls have promoted the idea that old vehicles are going to be axed for years. It has not happened. At least, vehicles that meet the emissions requirements for the year of manufacture have not been bothered. Old vehicles are falling out of the picture by attrition. EPA has bigger fish to fry. Another cash for clunkers program would be a marginally good idea, but it is not going to happen. Enforcement of model year requirements could be done, and would be a "problem" for some unscrupulous Vanagon drivers, but it is also not likely to happen except in California and a few other jurisdictions. Around here, you might get a medal for having a grossly polluting vehicle, just because it is contrary to public policy. Okies are like that. mcneely
