I live in Oklahoma, with no state safety or emissions testing requirement, also. We have a much higher vehicle accident rate than most states. We depend on the wind to disperse pollutants. I see vehicles with bald tires, squealing brakes, improper lighting, and so on all the time. Almost every week I read of death on the highway and a finding of poor vehicle maintenance as a cause.
