Thanks Ken for sharing your wisdom on this problem.  As it turns out both my 87 and 89 Westy's have fan speeds 1,2&4, but do not have the most useful #3 speed.  Switching relays did not get #3 so I believe it may be one of the resistors that Dennis spoke of.  Any further advice is most welcome.
