There are a number of places where a wire or connection can fail causing a single speed to not work. There are connections that can burn out and cause a problem. You gotta get the wiring diagram and wring it out.

Thanks Ken for sharing your wisdom on this problem. As it turns out both my 87 and 89 Westy's have fan speeds 1,2&4, but do not have the most useful #3 speed. Switching relays did not get #3 so I believe it may be one of the resistors that Dennis spoke of. Any further advice is most welcome. Finn Runyon 87 Westy Pooh 89 Westy Roo
