Did you switch relays between the 2 vans or did you try a new one?

If the speed 3 contact is bad in both relays switching between them won't do anything.

The way the resistors work makes it next to impossible for them to be your problem. Plus there is a resistor pack for each motor and they are very difficult to get to to replace.

You can pull out the relay and put a jumper wire between 2 pins of the socket to feed power right to speed 3 of the resistors and motors as a test. Let us know if you need help figuring which 2 pins to connect.
