Except for the California Air Resources Board, (CARB since they were around before EPA addressed auto pollution), all state and local emissions test programs support EPA mandates in low attainment, (polluted)areas. NY (downstate) recently gave up on emissions inspection for vehicle 1995 and older. Most of NY never had emissions testing, only the city-long island areas. We do have emissions testing for diesel trucks and busses. Even if you are not in an area with local emissions inspections the maintenance (not removing or disabling) along with various modifications is still regulated at the federal level. The enforcement though is usually left to the states. The greenhouse gas issues also applies to the handling and release of refrigerants.

Link please, I can't find anything on this. Anyway, in Seattle vehicles over 25 years old are exempt. Are you saying EPA is going to change that? I always had to take my '84 to a test site that had a guy in a van next door who guaranteed passing. Every two years I'd go through and fail on HC, and he'd put it on his Sun tester, usually doing nothing more than maxing out the idle, and then he drove it through and it passed. Paid him $35 and he'd crank the idle back down. Hmmm, I wonder how much he paid the tester.

Stuart '85 Westy--now exempt, and in three years I can get a free collector vehicle plate (or nearly free, one time $45 fee)!!

Did anyone note the announcement on Tuesday that the EPA won it's last case which will now allow them to absolutely dictate what happens with our beloved Vanagons - by way of emission control? It's gonna be interesting times ahead.
