I would suspect that the long rubber hoses that replace the steel hoses simply dampen the pulsations of the pump, which is why you don't need a restrictor as Frank says. How long is the loop from rack to pump, about 20 feet or so?

The restrictor in question isn't in the long run, it's in the short hose that starts directly at the pump; so if you haven't replaced that you still have the restrictor.
