While running on full flame and while running on pilot (turning the thermostat all the way down gives you pilot-only). If the thermocouple is marginal I wouldn't be surprised if the flame went out when you shift to pilot. But you need to compare the measurements with a working one. I used to know what a good one measured, but that was long ago and far away.

Suggest you ask for help with that, with the request in the subject line and my instructions about where to find it included.

Measurements will be less than one that's disconnected from the valve, as the thermocouple is supplying some significant fraction of an amp at that tiny voltage to an electromagnet composed of a very few turns of thick wire.
