if you are sure all fasteners are undone,
it would appear it is stuck in the bell housing..
from either ..one would think ..
stuck where the two main mounting bolts are,
or in the starter bushing, assuming it's a manual trans.

I havn't seen one do that ..but that could make it harder to get the
starter out for sure.
