You can't lock the steering when towing 4 wheels down. The front wheels have to turn to follow the towing vehicle. Moto homes with their long over hangs past the rear axle add a lot of side to side motion and towed vehicle has to deal with. For manual steering be sure the alignment is correct, especially the caster angel and after turns just check that the steering returns to center and doesn't start to oscillate.
