I don't see how.  Unless the howling blast sets up turbulence and a
Galton whistle effect that encabulates the air in the tube, causing
it to agglutinate and become heavier than the propane so it falls
down into the passing stream.  The turbo-encabulator works in similar
fashion but of course it's a much larger and more powerful device
that requires a the best professional sock puppet in the business to
make a training movie about it.
