There is a brand and size of cat litter that was obviously designed by a westy-owning cat litter executive. It's called Tidy Cats 30 lb size, and it has a hinged lid and a handle. It fits under the westy seat with 1/16th or so to spare all around, and if you had for our five of them they would give you compartmentalized organization all the way across the underseat area. I could only find two, but they would be westy standard equipment if I were king.
