thanks Frank. I thought of this immediately upon seeing the snapped off stud, and again when I checked with the shop in Burlington. Then after getting back home I discovered the GoWesty procedure online. I am going to try it. You and a couple of others have said they have done it successfully. Of course, that doesn't mean that I will, but what do I have to lose? Just a part that is already broken, and if I do it well, I have saved pulling the dash (or paying someone else to do it). The GoWesty procedure says to file the stud off flat, punch the center, then drill it, then tap it. Interestingly, I mentioned such a possibility to the shop I consulted in Burlington, Washington a couple of weeks ago, and the guy just looked at me as if I was kidding, and said, "Never work, not enough metal there to hold anything even if you could drill and tap it."
