The thing to do is a fuel quantity delivery test, per Bentley. You unplug the RETURN fuel line from the pressure regulator fitting and run a hose from it to a clean container. Then hot wire the empty FP relay socket for exactly 30 seconds. Then measure how much gas came out of the regulator return fitting during that 30 seconds.

Bentley page 20.19 says how much fuel is the minimum acceptable in 30 seconds, measured at NORMAL SYSTEM PRESSURE!

The pump runs 100% of the time when the engine is running. Most of the fuel it pumps goes back to the tank from the pressure regulator return fitting. As engine load increases less and less fuel is returned because the engine is using more of it to make more horsepower. As long as the fuel delivery system can deliver at least as much as the engine will ever demand then it is doing enough. This test is meant to prove that it can meet the highest possible fuel demand. Your symptom sounds like your fuel system doesn't always keep up with peak demand. It can be limited by blockage in the tank, blockage in the filter(s), weak fuel pump, or weak electrical power and/or ground to the pump.

Do the test. Then decide if parts are needed.
