They can operate fine like that (although the cavitation could potentially wear them, as the collapsing bubbles can knock metal off ship propellers, pump rotors etc. - big expensive issue with propellers). And there may be another reason for the pump to whine, not related to cavitation. But the usual reason for one of our fuel pumps to be audible over an idling engine (normally from driver's seat barely audible with engine off) is that the inlet is restricted in some way. On vans with a filter upstream of the pump, that's a good time to check/replace that filter. Crud on the filter sock inside the tank will give the same effect.
