Other cut open tanks I have seen had a filter down there. If you examine
those photos closely you can see that the 4 metal supports that come
together in the center of the tank have been folded over at the ends
near the canter. AFAIK, this is to make room for a filter assembly
basket that snaps down into the center hole. Fuel passes through the
fine mesh outside surface of the basket and then drops down that hole
into the lowest part of the tank where the pickup is.

Here is a different photo of what was said to be an 84 tank cut open,
showing the filter basket fitted where the 4 supports are folded at the
canter.
