All the pedal does directly is pull the throttle plate open (and on our automatics, inform the transmission via the lever with the joint that can get sticky and cause the throttle to stick wide open). ECU takes in data from AFM, T-I, T-II, rpm, throttle switch to decide when and how much fuel to administer.

You bet. Crank it long enough without starting and it will flood. Cold, anyway. Not sure about hot. Holding the pedal down will help clear it out in my experience.
