Tightening down on that stud as you call it will do nothing but pull the stud out of the plastic housing where it was put in the manufacturing process. What needs to be done, even on brand new mirrors is to completely disassemble the swivel mechanism, make sure all the rotating parts are clean and smooth and then reassemble with grease, anti-sieze or other good long term lubricant that will allow the tension of the spring to put pressure on the swivelling parts so that they stay put and not move unless YOU want to adjust the mirror.
