In Wyoming, the Corp of Engineers put dikes along the Snake River to keep it from meandering and flooding, many years ago. Then when land became really really expensive there along the valley floor, the rich riverfront land owners sued and gained possession of all that land along the river, closing access to hunters and fishermen and keeping all those incredible spring ponds for themselves and their super rich friends...They even tried fencing off some of the feeder creeks, but since water is public there, we used to enjoy kayaking through a really exclusive Guest "ranch" on Fish Creek that catered to the well-funded fly fishermen who flew in in their fancy jets....

The basis of the suit that gave the richy rich the land ownership was "normal high water" in that the Snake river used to change course often until the dikes contained it in a large area....Somehow they finessed that land away from the Corp of Engineers and the public domain at millions of dollars per riverfront acre.
