I would say the bearing failed first and then the excess forces broke the
bolts.

There's a lot of info out there on this.
According to this link, the valves will always rotate a little.
Also has some opinions on AMC heads and WBX rod bolts.

I thought valve rotation was essential to keeping valves from burning.  I
had a bad experience with burned valves in an air-cooled '76 bus back in the
day and the root cause I was given was that the valve wasn't spinning on its
seat.  Not true?
