I would say the bearing failed first and then the excess forces broke the bolts.

I thought valve rotation was essential to keeping valves from burning. I had a bad experience with burned valves in an air-cooled '76 bus back in the day and the root cause I was given was that the valve wasn't spinning on its seat. Not true?
