Dave,

This bit me once, I don't know if it will be your problem. There are two heavy gauge wires running to the positive radiator fan terminal post connected through one ring terminal. I'm not in front of a Bently right now, but one wire supplies the medium speed voltage from the resistor. In my case, that one wire had high resistance at the ring terminal crimp, and that fan would not operate. Conversely, the high speed would work; same terminal. I replaced the ring terminal and all was well again (this on an '87 Syncro).

Might not hurt to see if you are getting voltage through both wires by carefully piercing the insulation with a tool of your choice near the ring terminal.
