In Arizona Oregon Pipe Cactus National Monument and Casa Prieta National Wildlife Refuge, San Pedro River National Riparian Area (you'll have to camp on BLM land outside the preserve, but this is one of the finest natural areas left in the SW),

Organ Mountains in New Mexico, Guadalupe Mountains NP in Texas but hub up to NM, (Dog Canyon is best vehicle camping, N. side of the park, entered from New Mexico, be sure to hike McKittrick Canyon, in December maple trees are still in brilliant foliage some years, crystal stream, just nice. It may be cold, snow possible, so this might not be your choice if you are just trying to get away from winter, but it could be 70 F in midwinter, too).

If in southern NM, it is not that far to Davis Mountains in Texas, and Big Bend NP, and Big Bend Ranch State Natural Area. But the latter two might stretch your planned 14 day trip from N CA.

In CA Joshua Tree National Park, Death Valley NP, Wildlife Refuges between Death Valley and Las Vegas, Mojave Desert National Preserve has open camping in places, and some BLM camp grounds. Less crowded perhaps than Joshua Tree NP is the nearby Anza Borega Desert State Park.
