Stuart, all it would take to put them on the same circuit would be to
accidentally or intentionally swap one pair of wires between S1 and
S2 when doing maintenance/testing.  Both the wires on S1 should be
Gray/Black, and both wires on S2 should be Gray/Red.  I bet you a
nickel they're not...
