Hi Mark. I may be wrong, but when key turned to ign. on (15 power only).....

B+ --> Digifant relay --> FI's

If meter probes on FI positive and frame, current measured may Digifant relay load (coil) and/or wire resistance. i.e. a small current may be normal.

But maybe "cut the key on" means turning key to 50 (engaging starter)? This would mean that FI's pulse on/off.

Though I don't think a failed or failing FI is the issue, (poss. engine flooding cued me to this) FWIW, resistance value for FI's on 2.1:

each FI (unplugged) 15-20 Ohms. Via 12 & 14 of ECU connector (ONE FI plugged in at a time) same.

Owner/shop should read the post, but AFAIK, it takes battery + directly to certain components/points, thus bypassing common trouble spots; ign. switch, relays.

IMO, tool likely only useful if owner can properly assemble it. Shop $ to make it likely better spent trouble shooting via Bentley methods.
