Had the same issue on my '87. Using the Bentley, checked voltage to each injector (one at a time) and found every check between the ECU and injectors to be good. Also checked the fuel pressure regulator and it was fine. Swapped in a used "known good" ECU and problem solved.

That is a known failure mode of the 2.1 ECU. Injectors open and flooding the intake even without the engine turning.
