The air cooled engines do not cycle the pump when turning on the ignition. The water cooled vans usually do that due to the turn on ignition pulse. Air cooled uses the air flow meter to check engine operation, not the distributor turning. Just curious on the ground location out of the factory. I have rewired the ground to the chassis near the pump on many vans. Here's and update on the fuel pump problem. The fuel pump has no prime cycle but is working during starting/cranking cycle and can run the engine now if manually primed.
