Dear Lee,
If your heater and/or cigarette lighter lights work, then the issue
could easily be poor contact at the instrument panel connector. If
they don't it proves nothing since they're often burned out and not
replaced by this time - but suspicion would fall closer to the panel
dimmer section of the headlight switch. The first thing I ever fixed
on a Westy was the innards of the panel dimmer on an '84 (sitting at
my sister's kitchen table in Scotland in 1990) so I know they're
fixable if you're inclined that way. Little to fundamentally go
wrong with them but they can lose contact.
Tach sounds like an internal failure, you'll probably need a new
one. I've cc:ed this to the Vanagon list for possible further advice
on the subject.
