The stalk switch has only 2 contacts for the 4 fuses so if it was bad it should affect the bulbs in sets of 2. You should pull the 4 fuses and then measure the voltage on each side of the fuse holders with the key on and headlights on, hi and lo. Then put the fuses back and measure each again. Mark
