"Yes" to both questions.  The ground is good all the way to the contact for
the bulb.  I will try swapping out the bulb as others have suggested.

Bryan, did you try replacing the end connectors that plug into the new
socket?  Many times these are rusted and need to be replaced as well.
If you did, then check the ground wire with an ohm meter to see if it is
actually providing a ground path.
