Vanagons, Splits, Bays & Eurovans imported to the USofA were not taxed as commercial vehicles- they're classified as passenger vehicles.

Turkish Ford Transit Connect isn't taxed commercial either, it's imported with seats which are removed at port of entry, I believe. Most go to contractors, but you can buy a passenger version if you wants one.

Remember the Subaru Brat? Manufactured in Japan, It would have been taxed commercial, but for the two passenger seats in the cargo bed.s

Ve haff vays to subvert taxes, yah?
