There is only 1 wire coming from the stalk switch for both hi beams, and then it splits into 2 circuits at the fuse box to go to the wires to each bulb. It can't really be the switch or the wire causing only 1 hi beam to work. It has to be at the fuse box or past there.

Naturally, someone could have wired something screwy.
