I've owned several - all got 25 MPG plus in town. If yours got worse than your Vanagon then it had issues.

The heaters in the later ones were good as long as the heater channels that ran along the sides stayed intact but we called the older heaters "Auschwitz Specials". The older heater diverted hot air that had just passed across the cylinder fins into the passenger compartment - you did not want a leaky head gasket!

Wasn't it a Beatle back in the 70s?

I recently had one of those cars...a '70...Nice little car, took it cross the west and used it well. Still has a crappy heater though and it got worse gas mileage than my Inline powered Vanagon, without a sink, fridge, stove and bed...The vanagon has a tighter turning radius, too.
