The fuel filter is lilely still in the stock Syncro location. An amazingly large number of owners and shops have never 'discovered' where it is on a Syncro. I have pulled one out that I am quite sure was in there at least 15 years.

it's hidden behind what could be called a 'shock tower' ( it's not really ) ... in the left rear wheel well. Remove LR tire. kinda 'up' ..there's a box-like structure. The fuel filter is behind it. you can undo the bracket screws .. thenpull the filter out some to get at the hose connections in it.
