Do you mean they were not for sale in NY 2002 to 2006 ? or do you mean it's flat illegal toown and register an 02- 06 diesel can in NY ?

the later is pretty unlikely I'd say. Heck.. people make good money bringing diesel cars into CA since for some years they were hard to get there new, or maybe not even for sale there new, in some years.
