84 Westy - stock 1.9L, manual trans 135K miles gets 20mpg consistently.

You may find interesting: 90 VW LT Florida (10ft tall, 6000lbs) 2.4TD 5 Speed gets 18mpg with a dying injection pump, was seeing slightly better in Germany when it was working properly. (19-20mpg)
